Conuty (CA Court of Appeal, Feb. 22, 2002) October, 2002 - California Becomes First State to Provide "Paid Family Care Leave." On September 23, Govenor Gray Davis signed SB 1661 (Kuehl) amending the Unemployment Insurance Code and making California the first state to provide private-sector employees with Paid Family Care Leave. Beginning July 1, 2004, all such workers, regardless of the size of their employer or their length of service, are eligible to receive full SDI benefits for covered absences....
